Abstract

The safety of vehicle movements within the airside area is a critical component of aviation safety, as ineffective management may increase the risk of runway incursions. This study aims to analyze the existing management of airside vehicle movements, identify the factors influencing runway incursion risk, and develop optimization strategies for airside vehicle movement management at Sentani International Airport. The study employed a qualitative approach using a case study design. Data were collected through in-depth interviews, field observations, and document analysis, and were analyzed using the interactive model of Miles, Huberman, and Saldana. Data credibility was ensured through triangulation and member checking. The findings indicate that airside vehicle movement management has been implemented through operational procedures, surveillance systems, personnel authorization mechanisms, and safety reporting practices. However, the findings indicate that the effectiveness of airside vehicle movement management may be influenced by several interrelated factors, including human performance, situational awareness, visual guidance effectiveness, operational complexity, and operational workload. These findings highlight the importance of strengthening existing safety controls through an integrated and proactive approach. Based on these findings, this study proposes a conceptual model for optimizing airside vehicle movement management by integrating five strategic components: Human-Centered Safety Management, Infrastructure Safety Enhancement, Technology-Based Monitoring, Risk-Based Airside Surveillance, and Strengthening Safety Culture. The proposed model contributes to strengthening the implementation of the Safety Management System (SMS) and provides practical recommendations for airport operators to enhance operational safety and minimize the risk of runway incursions.
