Abstract

Public policy implementation is a strategic governmental instrument for improving public welfare, particularly in regions with strong socio-cultural characteristics such as Bali Province. Various policies in health, social affairs, economy, tourism, and disaster management have been implemented by the Balinese local government over the past two decades. However, their effectiveness and impact on community welfare remain varied. This study aims to comprehensively analyze the implementation of public policies in Bali and their impact on public welfare using a qualitative approach based on a systematic literature review. Data were collected from 25 journal articles, proceedings, and dissertations and analyzed using content analysis techniques. The findings reveal that public policies grounded in local wisdom, government–customary village collaboration, and community participation tend to have a positive impact on welfare. In contrast, policies that are administrative and top-down show limited effectiveness. This study highlights the importance of contextual, participatory, and sustainable approaches in public policy implementation to enhance community welfare in Bali.
